MN DHS Medical Assistance Tool Receives Extension

Minnesota is extending access to an online tool that helps Medical Assistance recipients prepare for new federal work requirements.

The Renewal Lookup tool’s reporting function was scheduled to end September 30, but will now remain available. Starting January 1st, 2027, some adults under 65 will need to meet work requirements, complete qualifying activities, or qualify for an exemption to keep their coverage.

The state says people can use the tool now to report how they expect to meet the requirements. More information is available at mn.gov/DHS

Warroad Adopts State Exemption For Political Signage

By Mani Souphom – R & J Broadcasting, Inc. | Wednesday, September 30, 2026

WARROAD, Minn. — The Warroad City Council has approved adopting the state’s exemption for political signs placed within public rights of way.

City admin Kathy Lovelace told the council that the city generally controls the public right of way along city streets, including areas that can appear to be part of a private yard. State law provides an exemption for noncommercial political signs beginning 46 days before a primary election and continuing until 10 days after a general election.

Council members discussed whether the city should continue enforcing its right to remove signs from public rights of way or adopt the state exemption for political signs, and ultimately voted to adopt the state’s exemption.

The city’s authority does not extend to signs along state and county roads. KQ92 and KRWB will continue to follow and provide updates on Warroad City Council meetings.

Minnesota Fall Turkey Hunting Opens Saturday, Oct. 3

Fall turkey season in Minnesota opens Saturday, October 3, and runs through November 1. Hunters can take one turkey of either sex, using a bow, crossbow or shotgun.

Pheasant season opens October tenth and runs through January third, giving hunters another opportunity to get outdoors this fall.

The DNR is also encouraging hunters to buy their licenses early. The state launched a new electronic licensing system this year, and some transactions may take extra time. For hunting regulations, season information and licenses, visit mndnr.gov.

Warroad City Council Approves 2027 Preliminary Levy

By Mani Souphom – R & J Broadcasting, Inc. | Tuesday, September 29, 2026

WARROAD, Minn. — The Warroad City Council met in regular session on Monday, and approved a 10.2% preliminary property tax levy increase for 2027. The council had previously discussed a roughly 10% increase during a pre-budget workshop. Council members ultimately approved the 10.2% figure.

Councilman Kevin Thompson spoke about how the increase will help determine what the city can fund in next year’s budget:

City Administrator Kathy Lovelace says the preliminary levy can still be reduced as the budget process continues, but it cannot be increased above the 10.2% figure:

The city’s Truth in Taxation hearing is scheduled for December 14th at 6 p.m., following the council’s regular 5:30 meeting. KQ92 and KRWB will continue to cover Warroad city council meetings.

Farm Bill Negotiations Ongoing With Changes to SNAP Programs

The farm bill negotiations are hung up in part over new federal requirements that shift more of the cost of SNAP onto states. Beginning next year, states will have to cover a larger share of SNAP administrative costs, while a separate cost-sharing requirement for food benefits takes effect in 2027 and will be tied to each state’s payment error rate. Minnesota officials estimate the benefit cost shift alone could mean roughly 97 million dollars a year in new costs for the state based on its recent error rate.

President of the Minnesota Farmers Union, Gary Wertish, speaks about how Minnesota DFLers are responding to the cost shift in SNAP benefits:

Wertish warns new federal SNAP cost-sharing requirements could eventually mean higher property taxes in rural Minnesota. He says there’s hope Farm Bill negotiators can agree to a two-year delay, giving states more time to prepare:

The Senate Agriculture Committee advanced its version of the farm bill earlier this month, but a full Senate vote is not expected until after the November elections. The House passed its version in April, leaving negotiators to work toward a compromise before a final bill can reach the president’s desk.

Minnesota Fourth-Graders Match National Average; Scores Still Fallen Since ’98

A University of Wisconsin psychologist says reading struggles are a national problem, and Minnesota is seeing it, too. Dr. Mark Seidenberg says the problem predates COVID. In 2024, Minnesota fourth-graders matched the national reading average, but the state’s score has fallen from 219 in 1998 to 214 today.

Seidenberg says screens, including parents’ screen habits, can affect literacy development, while reading and regular conversation remain important.

Minnesota’s READ Act is expanding screening and support for students who aren’t reading at grade level. More information is available from the Minnesota Department of Education’s READ Act website.

MN DNR Urges Hunters and Anglers to Prioritize Safety in Fall Season

As Minnesota’s waterfowl hunting and fall fishing seasons get underway, the Department of Natural Resources is reminding people to take extra precautions as water temperatures drop.

Cold water can quickly incapacitate even strong swimmers, while fewer boaters on the water can mean longer rescue times. The DNR recommends wearing a foam life jacket, distributing weight evenly in boats, carrying a way to communicate and telling someone where you’re going and when you expect to return.

Officials also urge hunters to monitor changing weather and follow the four basic rules of firearm safety. For more information on cold-water safety, visit mndnr.gov

Lord Chamberlain’s Men Coming to RiverPlace

By: Graham Scher | R&J Broadcasting Inc.

WARROAD, Minn — Othello at Warroad RiverPlace is right around the corner, with the Shakespeare classic coming to town Tuesday night, September 29th, at 7 p.m.

News Director Graham Scher recently caught up with Peter Stickney, artistic director of The Lord Chamberlain’s Men, to talk about what it’s like bringing a UK-based Shakespeare production to a small town like Warroad.

And if Shakespeare isn’t usually your thing, Stickney says you don’t have to be a longtime fan or even know the story of Othello to enjoy this production. At its heart, it’s a dramatic story with plenty of action along the way.

The Lord Chamberlain’s Men will perform this one-night-only performance Tuesday night at 7pm at Warroad RiverPlace. The production features an all-male cast, Elizabethan costumes, music and dance, recreating the style of Shakespeare’s original theater.
